- 1.0 PURPOSE
- 1.1 This document establishes the foundational philosophy, institutional structure, governance principles, and core values of the Los Santos Fire Department.
- 1.2 It serves as the primary doctrinal reference for all operational and administrative functions within the Department.
- 1.3 This document applies to all sworn and non-sworn personnel across all divisions.
- 2.0 INSTITUTIONAL IDENTITY
- 2.1 The Los Santos Fire Department is a unified public safety institution integrating fire suppression and advanced medical services.
- 2.2 LSFD operates through a dual-sector model consisting of:
- Field
- Hospital
- 2.3 Both divisions function under shared command governance while maintaining defined operational scopes.
- 3.0 VISION
- The vision of the Los Santos Fire Department is to become a professional, structured, and integrated fire, rescue, and medical service organization that unifies the Field and Hospital unit while prioritizing safety, coordination, and adherence to established procedures.
- 4.0 MISSION
- The mission of the Los Santos Fire Department is to provide professional and structured fire suppression, rescue operations, and medical services through the implementation of established Standard Operating Procedures and a clear chain of command. The department is committed to maintaining effective coordination between the Field and Hospital units, ensuring seamless operations in both emergency and non-emergency situations. Through continuous training, evaluation, and development, LSFD strives to enhance personnel competence while upholding the highest standards of professionalism, discipline, integrity, and responsibility. Above all, the department prioritizes the safety of personnel, patients, victims, and the public while protecting life, property, and public safety.
- 5.0 CORE PHILOSOPHY
- The core philosophy of the Los Santos Fire Department is founded upon the following principles which guide the conduct, decision-making, and responsibilities of all personnel within both the Field and Hospital Units:

- 5.2 Professionalism – All personnel are expected to maintain professional conduct, appearance, and performance at all times.
- 5.3 Teamwork – All operations and services are carried out through coordination, cooperation, and mutual support.
- 5.4 Integrity – Personnel must act with honesty, responsibility, and strong moral principles in all situations.
- 5.5 Service – The department is committed to providing reliable and professional fire, rescue, and medical services.
- 5.6 Discipline – All personnel must follow rules, procedures, and departmental expectations.
- 5.7 Chain of Command – All members must respect and follow the established chain of command and organizational structure.
- 5.8 Respect – All personnel must treat colleagues, patients, victims, and the public with respect and professionalism.
- 5.9 Accountability – Every member is responsible for their actions, decisions, and duties.
